HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.________________________________________

Your Team:

The Office of Policy & Strategy (OPS) leverages its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, compliance-attentive, climate-adaptive, and mission-focused. To do so, OPS collaborates with staff and senior leadership from across the Agency, as well as with representatives from other Agencies. OPS carries out its work through delivery of rigorous data, policy, and financial/credit analysis; technical and statistical research; and techniques in program visioning and design to all of HPD’s areas of practice. OPS comprises the Division of Housing Policy, the Division of Research and Evaluation, the Division of Strategic Operations and Analytics, the Division of Sustainability and the Credit & Valuation team.

This Deputy Director of Data & Program Analytics role is within the Division of Strategic Operations and Analytics (SOA), which works to increase HPD's impact by analyzing and improving operations agency-wide. We do this by clarifying HPD program missions, objectives, and stakeholders; implementing initiatives that advance HPD's goals; analyzing data to deliver actionable insights to HPD programs; and increasing the agency's overall ability to leverage data.

Your Impact:

The Deputy Director of Data & Program Analytics will manage impactful analytic projects and initiatives to support HPD’s mission to provide secure and safe affordable housing in New York City.

Your Role:

Reporting to the Executive Director of Data & Program Analytics (DPA), your role will be to demonstrate independent initiative and strong analytic skills to leverage data to improve operations and inform policy for HPD’s affordable housing lottery and homeless placement services programs and more. You will work both independently and collaboratively with SOA colleagues and Offices’ program staff throughout the agency, with a focus on the Office of Housing Access and Stability. Experience using statistical analysis software is essential as handling, merging, and cleaning large datasets is a key part of the role. Experience using Power Automate and Power Apps to automate workflows is a plus. SOA leadership will support the professional development and growth of the Deputy Director of Data & Program Analytics through individual guidance and support.

Your Responsibilities:

- Gather, prepare, and merge large datasets from disparate data system to analyze various lottery initiatives to understand how New Yorkers are accessing our affordable housing units through lottery and homeless placements
- Create performance metrics for lottery and homeless placements programs to guide and evaluate their internal operational processes and for external reporting
- Manage and analyze eviction filing data to understand eviction trends among the affordable housing stock and HPD’s investments
- Prepare analytic reports to inform program design and performance, including models and dashboards that provide essential insight into agency operations
- Support the implementation of data-driven program operations and provide technical assistance to program staff on using data-driven program management tools
- Develop strategies for data integration and automation and expand tools for effective data analysis and reporting
- Assist SOA colleagues with quantitative analysis, including reviewing and providing feedback on programming code
- Respond to ad hoc data requests from programs, senior management, and external stakeholders
- The Deputy Director may supervise one or more analytic staff

Preferred skills
The ideal candidate will be an inquisitive self-starter who is eager to grow and take on new responsibilities, with the following skills:
- Enthusiastic about using data to improve government operations and policies and learning new tools
- Advanced ability to manage and analyze large datasets and write code in Python, R, Stata, or SAS including querying enterprise-level databases using SQL
- Ability to synthesize complex ideas and deliver them in written communications, verbal presentations, and visualizations
- Strong attention to detail and ability to independently validate data integrity and analysis results
- Strong interpersonal and communication skills; collaborative, team player with the ability to also drive projects forward independently
- Knowledge of statistical methods and ability to apply sound statistics to quantitative research
- Passion for and desire to learn housing issues relevant to New York City
- Knowledge of geographic information systems, including geocoding and spatial analysis using ArcGIS or a similar tool is a plus

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
