Budget Specialist 1 (Legislation)

THE POSITION

This position is an exciting opportunity in our Legislative Affairs Division, with opportunity for future promotion. The candidate will serve as a part of a diverse legislative team and assist in providing bill and regulatory analysis for making high-level decisions.  The legislative office is essential in the production of the proposed and enacted budgets. This candidate will have the opportunity to expand their knowledge of the political processes. DESCRIPTION OF WORK

The preferred candidate will be responsible to be familiar with state statutes and regulations governing agencies and programs and to understand and evaluate the impact of pending legislation and regulations. The Executive Budget Specialist 1 reviews proposed legislation and regulations, their potential impact on the budget and preparation of recommendations to support or reject proposals; and reviews programs and other government initiatives and the provision of comments on proposed legislation.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:30 am to 5:00 pm, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week telework, 2 days a week in the office. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, Pennsylvania.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

 

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Executive Budget Associate training period; or
  • One year as a Budget Analyst 2; or
  • An equivalent combination of experience and training.

 

Additional Requirement: 

  • You must be able to perform essential job functions.

 

Preferred Qualifications:

  • Legislative, regulatory, or budget analysis experience at the county, local, state, federal, or nonprofit level.
  • An understanding of the policy or bill making process
