Emergency Planner

Under general supervision, this position performs professional and administrative functions related to planning and coordinating county emergency management programs including the radiological emergency program, updating policies and plans; serving as liaison with other agencies for the purpose of coordinating emergency operations; and coordinating and training disaster volunteers. This position works 32 hours per week, is funded by the State Homeland Security Grant, subject to contractual agreement, and includes PTO, health insurance, W/C and FICA benefits.

Position requirements: Bachelor’s degree in Emergency Management, Planning, Management, Public Administration, Environmental or Political Science is preferred. Students in their final year of Homeland Security or Emergency Management programs will be considered. Experience in the field of emergency management preferred. Strong analytical and organizational skills; strong computer skills; a valid Driver’s License is required. Ability to obtain within 18 months of appointment; FEMA Professional Development Series, and, Hazardous Materials Operations or higher credential. Emergency Medical Responder or higher EMS credential is preferred.

Duties: Include, but not limited to, drafting, and coordinating plans and programs, focusing on radiological emergency planning and mitigation planning. Coordinate services through various government and private agencies; conducting meetings, presentations, updating policies and procedural drills; Planning and participating in exercises; coordinate community outreach functions, conduct training and prepare regular statistical reports, provide feedback and recommendations regarding operational practices to supervisor; and respond as requested to emergencies. Will be supportive of Cecil County Department of Emergency Services long-range hazard mitigation plan; understands and conducts the County’s Mitigation Outreach Program in accordance with Federal, State, and County standards.
