STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).
 
INTERNSHIP DESCRIPTION
Background:
In cooperation with the US Department of State's Office of the US Global AIDS Coordinator, other US Government (USG) partners, international organizations, and nongovernmental organizations, USAID provides global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency's HIV/AIDS programs. In this endeavor, USAID works very closely with a range of USG agencies involved in the fight against AIDS, such as the US Centers for Disease Control and Prevention, Department of Defense, and Peace Corps. Introduction:
The Bureau for Global Health’s Office of HIV/AIDS (GH/OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV/AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs.
 
The Strategic Information, Evaluation, and Informatics Division (SIEI) within OHA, provides technical expertise to advance and support country-owned, sustainable strategic information systems and promotes data-driven program planning. The SIEI Division has primary responsibility of supporting USAID headquarters and its Missions to build capacity in managing and utilizing data systems to improve impact and accountability of HIV/AIDS programs.
 
Geographic data management and analysis activities are critical to the implementation of PEPFAR 3.0, which reflects a commitment to data-driven decision making and geographically targeting assistance where it will achieve the greatest impact. The Geospatial Analysis & Visualization Intern will support the SIEI Division and the Health Informatics Branch with the collection, management, and analysis of geospatial data for the purpose of translating various PEPFAR program data/indicators into actionable decision-making practices.
 
Reporting structure:
The Geospatial Analysis & Visualization Intern (Intern) will be based in the Health Informatics Branch in the Office of HIV/AIDS’ Strategic Information, Evaluation and Informatics (SIEI) Division. S/he will work closely with the Geospatial Specialist and receive technical guidance from the Strategic Information, Evaluation and Informatics Division Chief who will serve as his/her onsite manager.
 
Essential Duties:
·        Support continued learning opportunities for a cohort of Mission-based staff who have been trained in GIS by supporting development of resource materials (e.g. cheat sheets, training videos, reference guides, map templates, etc.) and providing support to routine interactive engagements (e.g. Q&A, webinars, email forums, etc.) with our field-based counterparts.
·        Support OHA and USAID Missions in their collection, management, and analysis of spatial data.
·        Generate and deliver high-quality cartographic, data visualization, and information products.
·        Monitor, track, and report spatial data quality problems and help to identify opportunities for improvement.
·        Support the documentation of spatial analysis projects to include pre-processing techniques, analytic methodologies, results, and lessons learned that could be used as case studies or examples for future work.
·        Contribute to the development of standard operating procedures (SOPs) related to data governance and responsible spatial data use.
·        Other tasks or responsibilities may be assigned based on organizational and programming need and/or the Intern’s own interests.
 
OUTCOMES
Internship Output/Deliverable:
·        Static and dynamic learning resources for use by a cohort of Mission-based staff with an introductory background in GIS.
·        Case study documenting special analytic best practices drawn from existing PEPFAR data to share with stakeholders in the PEPFAR program.
·        Field visit to at least one USAID Mission to support them with data analytics.
 
Anticipated learning outcomes: *required 10% time
·        Identify and describe the core attributes of the STAR global health competencies; defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease.
·        Gain exposure to communications, data analysis and HIV/AIDs programs through global health programming.
·        Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
·        Develop a global health focused career plan with a mentor.
 
INTERNSHIP REQUIREMENTS
Required:
·        Currently enrolled masters or other post-bachelor’s degree candidate or completion of such within the past 12 months;
·        Demonstrated experience with Esri ArcGIS 10.x, cartographic design, graphic editing, and standard office applications.
·        Familiarity with ArcGIS Online, Tableau, and a statistical package (R, STATA, etc.)
·        Ability to work in a fast-paced environment under tight deadlines while producing quality content.
·        Strong organizational, interpersonal, oral and written communication skills.
·        Strong analytical skills, data lover, ability to think big picture strategy and navigate details to ensure accuracy.
·        Ability to participate in a field experience, which may involve domestic and/or international travel and overnight stays for up to 2 weeks.
·        US citizenship or US permanent residency required.
